A casino border war is brewing along the Illinois-Wisconsin border. The squabble involves a tribal nation and one of the world’s largest gaming and hospitality giants.

Rockford, Ill., and Beloit, Wis., are just 15 miles apart. In the coming months, the area will be saturated with two casinos that cost more than $700 million to construct and open.
Casino.org recently reported on Hard Rock Casino Rockford, a $300 million casino that opened in August 2024, announcing plans to invest $106 million to bring a 200-room hotel and 15,000-square-foot convention space to the destination. The hotel and convention hall are expected to open in 2027.
Meanwhile, though it’s behind on the gaming element, the Ho-Chunk Nation in Wisconsin will be the first in the region to have on-site lodging at a casino when Ho-Chunk Gaming Beloit opens this fall.
Ho-Chunk Beloit is a 312-room hotel with an events space capable of accommodating 2,000 seated guests. The casino will offer 1,500 slot machines and 44 live dealer table games.
Sports betting will be included at some point once tribal gaming compacts with the state are amended. It was only last month that Wisconsin Gov. Tony Evers (D) signed the state’s tribal sports betting bill into law.
Beloit Battleground
Ho-Chunk announced its Beloit casino development in 2024. The project came after the US Interior Department’s Bureau of Indian Affairs placed the tribe’s 73 acres of land located along Interstate 90 at Colley and Willowbrook roads into the federal trust.
Ho-Chunk Nation President Jon Greendeer says the Beloit casino resort is planning to open on Sept. 26, 2026.
We are the best gaming industry in the Midwest, without a doubt,” Greendeer declared.
The tribal leader says, while Hard Rock is a Florida-based conglomerate owned by the Seminole Tribe, Ho-Chunk is committed to Wisconsin and Illinois.
“As far as competition goes, we’ve already won in terms of making sure that we’re a benefit to both Illinois and Wisconsin, Rock County, and the City of Beloit. We’ve already established that. We are not taking our money and sending it somewhere else,” Greendeer explained.
Hard Rock recognizes that Ho-Chunk Beloit threatens its business in Rockford.
Everyone knows we have competition. New competition entering the market 18 miles north of us. We have to defend Hard Rock Casino Rockford,” said Geno Iafrate, president of Hard Rock Rockford.
Beloit Job Openings
In anticipation of its September opening, Ho-Chunk will hold a hiring event on June 2, 3, and 4 at the Beloit College Library. The tribe is hiring for a variety of resort-wide positions.
For those interested in a career that requires a gaming license, applicants must not have a felony conviction within 10 years or any gaming-related conviction. Ho-Chunk advertises that employees receive health insurance, weekly paychecks, 14 paid holidays a year, paid time off, and a 401(k) match.
